When you click Submit, it is sent to who you've setup to approve. If acceptable, they just click Publish.

The submitter will be notified by email when it is approved and published.

(Submitter can continue adding as many listings as necessary....)
Until their ads are approved, they will not appear to the public. However, all ads are available to edit. (Both approved and pending)
